Looking at this picture the three things that i would infer are as followed:
1.) President Obama is making a difficult decison about an issue
2.) President Obama is concerned with an issue and is taking considerable time to ponder on what to do about it
3.) Could be simply thinking about what he would like to eat for lunch/supper.

Questions
1.) Who else is in the room?
2,) What room is he in?
3.) During the briefing process. What all was he told?
4.) Is he really a good leader?
5.) Can he handle this crisis of the BP oil spill?
